Parcelhub would like to reassure our customers that it's business as usual for Parcelhub Cross Border. Despite some delivery challenges in key countries, we continue to collect, process, and deliver all untracked and tracked items to final-mile carriers in all countries that remain open for commercial movement.

Some International Carriers are experiencing delays, with several countries cancelling flights between Europe and the rest of the World.

USA Trade:

President Trump signed an executive order on Wednesday, July 30th, that eliminated the de minimis threshold for items sent to the USA from all countries. The order took effect on Friday, August 29, 2025, meaning all items arriving in the USA were then subject to duties.

3/11/25 Update: The confirmed Fentanyl tariff on CN/HK-origin goods has been reduced from 20% to 10%. Along with the 10% reciprocal tariff, duties on CN/HK-origin goods will now stand at 20%. The reduction will take effect from Monday, 10th November.

We worked closely with our carrier base to develop robust solutions for all our customers.

Australia We’ve been notified by our Australian delivery partner that adverse weather conditions (Cyclone Mitchell) are being experienced across Western Australia. Please note that we anticipate some slight delays in the final mile delivery of parcels until weather conditions have eased.
Greece Due to adverse weather conditions, delivery delays are expected over the next 24 hours for shipments to and from below listed Greek island destinations. Saronic Gulf Islands, Ionian islands, Sporades, Crete , Cyclades , Dodecanese.
Middle East/Africa We have been advised that due to the current situation in the region, We will potentially experience delays to the following destinations due to routing constraints: Armenia, Israel, Egypt, Ghana, Iraq, Ivory Coast, Jordan, Kuwait, Lebanon, Nigeria, Qatar, Turkey and U.A.E. Israel Post have advised that following the implementation of the ceasefire, all restrictions imposed in the country by the state of Israel have been lifted. As of today, 25th June, Israel Post has resumed full operations, however due to the recent restrictions, there are potential delays due to the previously held volume. We are currently working with our partners to review the resumption on flights into the region and will update you when this has been confirmed. Please be assured we are doing everything possible to minimise the impact, and we will advise you of any delays accordingly. We apologise for any inconvenience caused and if you have any questions, please do not hesitate to contact your Account Manager directly.
Portugal Please be advised that adverse weather and severe flooding is having an impact across all services in Portugal. The Coimbra region is currently in the process of evacuating people form critical areas, which has impacted the following zip codes: CP4 3000, 3020, 3030, 3040 In addition, the municipalities of Montemor-o-Velho, Soure, and Condeixa - CP4 3140, 3130, and 3150 have widespread restrictions due to significant disruption and damage to infrastructure. Deliveries to the islands, particularly the Azores, remain restricted due to rough seas and limited connections, especially between islands.
USA India Tariffs We would like to share an important update regarding U.S. tariffs on imports from India. The United States and India have reached an agreement to reduce tariffs. As a result, the additional 25% tariff on Indian imports of Russian oil, imposed under a recent Executive Order and effective February 7, 2026, has been terminated.
Netherlands Severe weather across the North and East of the country is currently impacting operations.
Spain Due to severe weather conditions in Spain, delays are expected in the delivery of mail and parcels in Southern Spain.
Turkey We would like to inform you of a significant regulatory change recently announced by the Turkish customs authorities. A new piece of legislation is scheduled to enter into force on 6 February 2026, and it is expected to have a substantial impact on incoming low value shipments to Turkey, particularly low value parcels. Under the new legislation, the EUR 30 de minimis threshold will be abolished entirely. This means that every incoming shipment, regardless of value, will require customs clearance through a licensed customs broker. No operational or technical changes are required for your shipping flows, however, you may experience higher return rates, delivery delays, or customer complaints due to the additional costs imposed on consignees in Turkey. This will settle over time but We recommend informing your Turkish customers proactively regarding these new customs requirements and potential brokerage charges.

Introduction of Stop Words/Phrases in the Common Repository

Stop words/phrases will be introduced in the Common Repository as part of the initiative to improve ENS data quality. They will be applied for all ICS2 countries and all filing types.

Plastic Bans - By Country

France

Since January 2022, plastic wrapping will be unauthorised in France, which may impact your sending volumes. Please be advised that France is becoming increasingly vigilant about enforcing this law regarding its ban on using poly-wrapped items.

India

Please be advised effective immediately, the Indian government has banned single-use plastic products. These are plastic items intended to be used once for the same purpose before being disposed of or recycled.

Banned Items Include Earbuds with plastic sticks, balloons with plastic sticks, candy sticks, ice cream sticks, thermocol for decoration, plastic plates, plastic cups/glasses, plastic cutlery, plastic straws, plastic trays, wrapping/packing films around sweet boxes, plastic/PVC banners not less than 100 microns, wrapping or packing filmes around invitation cards or cigarettes, plastic stirrer, plastic carry bag less than 75 microns.

Canada New Surtax

The Government of Canada announced a new 25% surtax for goods with Country of Origin (COO), meaning made in the USA, with an effective date of March 4, 2025. The surtax is introduced in response to the imposition by the US of tariffs on Canadian goods.

What this means:

  • Shipments containing goods made in the US, regardless of where they are shipped from, being imported into Canada, will be subject to a 25% surtax.
  • Shipments currently eligible for De Minimis treatment (under $20 CA dollars), will continue to be exempt from general duties and taxes BUT will not be exempt from the 25% Surtax. The surtax will apply regardless of the value of the shipment.
  • The Surtax applies to a wide range of US goods in the List of products from the United States subject to 25 per cent tariffs effective March 4, 2025 - Canada.ca  published by the Department of Finance Canada.

For items being sent DDU, the recipient will bear this cost, for items being sent DDP the retailer will bear the cost of the surtax.

New Biosecurity Levy for Australia

Details of the New Levy:

Name: Self-Assessed Clearances (SAC) Cost Recovery Charge

This new levy will apply to all parcels sent to Australia on the International Standard Tracked DDU service.

How this affects Parcelhub Customers:

  • All Australia-bound parcels processed at a Parcelhub hub on or after October 1st will be subject to the levy.
  • Weekly invoices will be sent out to cover the additional levy alongside any fuel or airlift surcharges
  • More information can be found on the Australian government’s website at the link listed above.

Please be aware that we have been informed of an upcoming Peak surcharge for items being sent to the USA. These charges cover the following services and carriers:

We appreciate that it is currently a challenging time sending high volumes to the USA due to additional duties. We have made a concerted effort with our carriers to have these peak surcharges removed; however, these charges are set by the USPS and other middle-mile carriers in the USA.
